I like where you started with this as base rates certainly determine the number of events that CAN occur. For example, you argument is saying that there wouldn't be enough hospitalization/death to statistically differentiate. Where it breaks down is the fact that this group all progressed towards hospitalization/death at a similar rate with a high enough number that no statistical significance could be found.
